Commissioning Procedure
Typical Project Breakdown

The project can be broken down into two phases

Phase One - Commission of Design
Phase Two - Commission of Public Art Work

These in turn can be broken down into component stages. A separate agreement covers each phase of the process.

Phase One - Commission of Design
(a) Inception
This work explores the basic parameters of the project. It includes:
Initial research
Development of sketch designs
Site visit
Consultation with the architect
Consultation with ‘user group’ - Presentation of sketch designs
Fee: £*,***.**

At this point a ‘Letter of Appointment’ is issued to the Artist confirming The Commission of Design as layed down in the Fee Proposal.

(b) Feasibility Study
This work involves developing two or three preliminary proposals following feedback from stage (a). Typically this work includes:
Full research
Consultation with client
Site survey
Development of secondary design proposals
Outline choice and suitability of materials
Outline method of manufacture
Outline method of installation
Consultation with structural engineer
Consultation with M&E contractor
Consultation with Main Contractor
Consultation with cladding contractor
Preparation of 1:20 scale model
Presentation of secondary design proposals
Submit provisional timetable
Submit provisional budget breakdown

This work should be presented to the client in order to select a final scheme. This proposal is developed into the finished ‘Design Proposal’.

(c) Design Proposal
A single proposal is developed at this stage. This work becomes the foundation from which all design work is progressed and all further decisions are referenced. Typically this work includes:

Development of final design with supporting statement Development of technical drawings showing method of glass construction
Development of technical drawings showing method of s/steel construction
Development of technical drawings showing method of installation
Development of technical drawings showing method of illumination
Preparation of sample glass panel
Preparation of sample fibre optic lighting
Timetable of work
Timetable of payments
Report on Health & Safety issues & maintenance practice for artwork (CDM)
Test lighting system
On site meeting with M&E contractors to finalise electrics
On site meeting with Main Contractor to finalise installation
Presentation of final design for approval

This work should be presented to the client for approval. The next stage is Phase Two - Commission of Public Art work. At this point an order is placed with the Artist for the ‘Commission of Public Art’ .

The details of manufacture and installation are subject to the completion of Phase One. However this process can be described in general terms without prejudicing the final agreement.

Phase Two - Commission of Public Art Work
The budget for the commission of public art should be divided into 30% - 30% - 40%. An initial payment of 30% is payed on placement of the order. A second payment of 30% is payed after the inspection of the finished work in the studio. The final 40% is payed after the installation of the artwork.
(a) Manufacture
Typically this work includes:
Formulate final production information
Issue contracts and purchasing orders
Translation of artwork into full size stencils
Procure ‘Optical White’ glass
Production of silkscreens
Cutting, drilling, and polishing glass panels
Silkscreen application of acid resists
Acid etch glass
Hand cut vinyl mask for sandblasting
Sandblast etching of glass
Polymer treatment of sandblasted glass
Silkscreen application of enamels
Kiln firing of enamels
Laminate glass panels for ‘Art Blade’
Bond glass overlay panels
Engineer s\steel fixings
Assemble metal work
Procure fibre optic lighting units and assemble
Test Assembly
Demonstration of finished artwork in the studio

(b) Installation
Typically this work involves:
Declaration of insurances
Production of method statement
Planning access on site
Provision of scaffolding and power on site for fixing steel work
Design specialist packing for artwork
Provision of scaffolding and power on site for fixing glass
Pack and ship artwork to site
Insurance of artwork in transit
Setting out and fixing of steel work for ‘Art Blade’
Assemble glass into ‘Art Blade’
Assemble lighting units
Test lighting system and illuminate artwork.
